Odnosi się to przede wszystkim do ludu Starego Przymierza, ale także do muzułmanów, którzy zachowują wiarę Abrahama, wreszcie do tych, którzy szukają nieznanego Boga po omacku, a nawet do tych, "którzy bez własnej winy w ogóle nie doszli jeszcze do wyraźnego poznania Boga, a usiłują wieść uczciwe życie" (tamże).
